micro UHF transmitter schematic

I am looking for schematic diagram of micro UHF transmitter(bug),frequency band near 400MHz, power~10mW, built -in microphone and battery, crystal - PLL controlled, range near 500m or more, SMD design, small size,(near~2.5 x
5cm), power supply 9V (lithium battery), no tuning require. Does anybody know good and stable solution?

Thanks, but that's not proper solution. They have two models(simplified kits): low power FM transmitter- CK200, and improvement (more power)9Volt FM transmitter CK217. Both work with FM radio, and have no PLL-crystall controlled. I need frequency near 400MHz and, and PLL crystal controlled.

 
You could implement this using a few discretes and a FPGA or CPLD. The programmable logic would form the PLL counters and phase compare while a voltage controlled OSC would be controlled using a charge pump formed from a couple of outputs. There are a number of ways modulation could be achieved. The frequency and any encoding could be done in a firmware download.
 
Are you experienced in schematic design? Could you look at some schematic I'd have and correct it to achieve the necessary goal?
