MIL-spec reference to minimum elongation

I recall seeing a MIL-spec that listed some minimum elongation requirement for materials used on naval vessels. 12% is the number IIRC, and perhaps banned castings too. I've tried to locate the spec, but haven't done well.

Places I've looked are MIL-HDBK-2189 part 1 (shafting), HDBK-5 (now MMPDS-01), MIL-S-23284 shaft materials.

Does anyone know where I might have seen such a thing?
