looking for proceedure to design moment connection for rigid frame,where wide flange beam sits on top of 8" diameter round pipe column. A column cap plate, bolts and stiffener plates would be part of the design.

Try to design pipe column as a beam with end plate moment connection. And beam as a column for stiffeners.

I just came from a project where CMU walls w/ steel bar joist and metal decking was used. 1.5b22 decking over 7' spans. NO perimeter angle or support at decking edges. Contractor is not going to tie diaphram to walls because it is not in the plans. Can This possibly be in Colorado?
