Moment Connections End Plate

In parentheses after the title, is (Static Loading Only). This is in AISC 9th edition. Is there a recommended procedure for dynamic loads and fatigue loading or should I stay away from end plates for this application?

Sorry for the short answer earlier. I only had a few seconds before heading out the door.

The re-release of the AISC DG4 has info on seismic applications. The other EP DG, DG16 doesn't, to my knowledge.
