Moving Drafting Features - Balloons and Notes

I use to model and draft in NX12. I've recently moved and now back to NX8.5. When moving a balloon or note around on a sheet, I use to use the Alt key so that I can place the feature wherever without any sort of restriction. The move now, even when pressing the Alt key, seems to have a snaps motion. Is this an option that can be changed?

Thanks Jerry. I actually found the selection.

File - Utilities - Customer Defaults --> Select Drafing - General - Under the Miscellaneous Tab - Select "Use Sheet Zone Grid"

The selection that I did not like, which sort of snapped at points and not allow you to place just anywhere, is "Use Drafting Grid"
