NDT/NDE After Fabrication and Delivery of Filter Housing

I have supplied a filter housing to a customer is Australia. Its a small housing that is installed as pre RO Filtration Housing.

At the time of fabrication, there was agreement with the customer that no RT/PT (NDE) would be required and a hydrotest would be enough since these are mass produced items. However certain new guidelines from the end user have necessitated some form of ASME recognized NDT/NDE on the finished product.

I would like to check if according to ASME VIII Div I,

- Is NDT/NDE is a mandatory requirement by ASME for small housings
- After the housing has been completed and shipped, is it still possible to perform any NDE/NDT, do note that the surface of the housing is already elctrolyzed,

Basic details of the housing are given below;

1- RO Pre Filter Housing
- Material of Construction SS316
- Surface Finish Inside: Acid Wash/Outside: Electrolyze
- I/O: 8” ANSI
- Drain: 1” BSPT
- Vent: ½” BSPT
- Shell Thickness: 3mm
- Design Pressure: 1Mpa
- Max Operating Pressure: 0.7 MPa
- Temperature: Ambient
- Vessel Volume: 280 L

Check with your AIA for the NDE issue. Suggest you review the AS Standards to verify new build compliance. There may be requirements above those in ASME.

Can you let me know if NDE can be performed (which ones) on the finished housing with electrolyzed surface
 
You can perform Ultrasonic Test.

KRR SG,

Refer to your design documents for the required NDE. Consult with your AIA (if Code Stampq2đed). The Code Stamping and the MDR may require some changing/revision

Surely this is something you confirm before you ship the component - not afterwards !!!

HI DekDee, with regards to your comment "If ASME VIII Div 1 compliance is required then what your customer says they require is irrelevant", may I know where exactly in ASME VIII Div I I can find this? If somehow I can prove to customer that ASME doesn't require NDE for this housing, I wont have to do it.

You have totally misunderstood my response.
A client can request more than the applicable code - they cannot request less.
If you have built something supposedly in accordance with ASME VIII Div 1 then you should have tested it in accordance with ASME VIII Div 1.
That is what I meant by your customers comments being irrelevant - if ASME VIII Div 1 requires NDE/NDT then you should have done it.

Who designed the vessel? Was NDT part of the design requirements or not?
 
It was designed by an outsourced vendor and NDT was neither a design requirement nor a vendor requirement during design stage.
