NDT on Temporary Hydrotest weld

Good evening sorry my english please.

I'am work in a project on shore and i have a problem with the field quality manager and NDT Manager.
We have performer hydrotest on 32 pipepline by 31.3 code.
In a battery limits we expected a welded(<) plate in a stub pipe (BW) welded on process pipe.

FQM & NDTM want execute a RT Test on whole BW but is a problem's with my progress and program.

I succeeded persuade their of execute a VT(preparation) before weld and VT after first sweep for pipe with Pressur Test <50 Bar and RT on pipe with Pressure Test >50 Bar.
but my leader don't is pleased.

Please help me..Know you a para. of all codes where to be written exs.

"NDT Type on temporary weld (unlist components or element of process pipe) for pressure Test are company's discretion" or similar?

Please review B31.3, Section 345.9.1 Examination of Welds - see below. I believe (a) applies in your situation.

345.9.1 Examination of Welds. Welds, including
those used in the manufacture of welded pipe and fittings,
which have not been subjected to hydrostatic or
pneumatic leak tests in accordance with this Code, shall
be examined as follows:
(a) Circumferential, longitudinal, and spiral groove
welds shall be 100% radiographed in accordance with
para. 344.5 or 100% ultrasonically examined in accordance
with para. 344.6.
(b) All welds, including structural attachment welds,
not covered in (a) above, shall be examined using the
liquid penetrant method (para. 344.4) or, for magnetic
materials, the magnetic particle method (para. 344.3).
 
Had this many of times, unfortunately it is my client who instructs the 100%.

I'm not sure if Section 345.9.1 is applicable as it requires 345.1(c) to be applicable which is that a hydrotest cannot be practically performed. In this case, it is about the weld of a hydrotest head, so it will hydrotested.

I would think the following clause may apply: 341.4.1(b)(1) not less than 5% of circ. butt to be examined by RT or UT. (v2008/2010)

In any event, you have to perform your risk assessment, not just based on schedule. Since the joint will be pressurized and your inspectors will be visually examining all joints, I don't think it would be to much to ask to perform 100% UT on the joint.

 
A VT will not find problems that will cause catastrophic failure.

You've got to "look" at the weld internals: RT or UT can do that. Mag particle will get some sub-surface flaws, but not deep ones.
