NESC or recommended distance between rail fuel loadout (explosive fumes) and substation?

Have an existing substation and looking for numbers on how close a rail loadout of diesel and other fuels can be placed in proximity to it.

NESC 127 D. - Refer to NFPA-30 and NEC 515.1-3.
 
Beware that some municipalities and Electrical utilities recommend in excess of the NEC & NFPA clearances of at least 25 feet in all directions between fuel storage tanks up to 2,000 gallons and electrical equipment or energized lines. Smaller clearance could be allowed for small fuel tanks in a few hundred gallons.
