Can you imagine the elevator ride to the top when completed? I suspect that you'll need to change carriages.

If I wasn't so old I would apply for the job of changing out the lights on the communication's tower.
 
And coincidentally, the world's largest passenger jet is soon to go into service.
 
It'll be one hell of a charity stair climb :) I've got my money on Tenzin Norgay.

Can anybody see hubris or is the land value so high that this makes economic sense?
 
civilperson - I would say it's a combination of location, land values, government incentives, and EGOS!

L/360 = 4 feet => L = 1440 feet
 
if that building was designed for L/360 they better get ready for some seriously sick people at the top...
 
1465 feet is the height on CN tower where a person can go. Probably Dubai tower will be competing with that. If not than including heights of transmission poles above CN tower brings it upto 1815 feet.
Than dubai tower could be 1825 feet so 4 feet in 1825 feet gives L/460 deflection.As far as sickening of top floor users is concerened lateral drift of 4 feet is important, irrespective it is result of L/180 or L/ 800
 
the effect of a 4 foot sway depends upon the frequency

what is the expected frequency?
(due to wind, earthquakes etc)
 
Yup drift is important but accelerations are what will really control the perception of motion.
 
I can hear the owner of the building now, "Wait a minute, you mean you KNEW that the top of this building would move sideways! I don't want that. I want zero movement! Do you hear me! ZERO movement!!!"

 
I couldn't fathom a building this tall without a TMD. I'm sure they're adding one (or more) to keep the total drift as well as accelerations to comfortable levels.
