1465 feet is the height on CN tower where a person can go. Probably Dubai tower will be competing with that. If not than including heights of transmission poles above CN tower brings it upto 1815 feet.
Than dubai tower could be 1825 feet so 4 feet in 1825 feet gives L/460 deflection.As far as sickening of top floor users is concerened lateral drift of 4 feet is important, irrespective it is result of L/180 or L/ 800

I couldn't fathom a building this tall without a TMD. I'm sure they're adding one (or more) to keep the total drift as well as accelerations to comfortable levels.
