Norsok M650 - Heat Treatment Clause 9.1.6 - Loading of components 2

Hi Everyone,

This is my first post, hope will get guidance and support.
My query is related to Norsok M650 Clause 9.1.6 -
Pallets or other fixtures shall be used for placing parts during heat treatment and quenching to ensure free circulation of air and water between each component. Parts shall not be placed directly onto the furnace floor. Piling of components in baskets is not allowed.

Question is Piling of components in basket is not allowed - what does this mean?
What I understand if we are using Cage for multilayer of components with proper circulation of air and water in between the components is acceptable.
Not piling on top of each other obviously.
What does basket means over here?
Can we use refractory bricks in between the layer to make sure proper circulation of air and water?
What could be the best method to use HT furnace load so that we can load more in furnace rather than single layer?

At present we are approved only single layer on steel pallet load (not loading directly on furnace hearth.
