NZS 9.3.9.3.4 (beam shear/1-way slab) and 12.7.2 (2-ways/punching shear)

I've dabble in ACI 318 in the past, and talking to other engineers got me thinking and wanting to ask the following (because as I understand, NZS is similar to ACI):

In the ACI 318-19, it places a material limit on √f'c to 8.3 MPa (roughly f'c=69 MPa) for both 2-ways (ACI 318-19 22.6.3.1)and 1-way (ACI 318-19 22.5.3.1) for shear design check.

In NZS 3101-2006(included amendment 2), a material limit f'c= max. 50 MPa is placed to beam shear/1-way slab design (NZS 3101-2006 9.3.9.3.4), but nothing for 2-ways (NZS 3101-2006 12.7.2).

Did I misinterpret or skipped some part of the NZS 3101 code where written the same material factor for 1-way is applicable to 2-ways?
