Opening as per Appendix 1-7 1

We have a vessel with large nozzle opening design according to Mandatory Appendix 1-7 that intersect a category B weld joint. Is requirement UW-14(b) regarding radiography apply to my situation? if not is there a requirement anywhere in the code that require any kind of NDE for the category B weld joint that have been intersected by the nozzle.

UW-14(a) allows a properly reinforced nozzle to be located in a weld joint. UW-14(b) is referring to nozzles exempt from reinforcement calculations per UG-36(C)(3).
 
UG-36b)(1) says "For openings exceeding these limits, supplemental rules of 1-7 shall be satisfied in addition to the rules of this paragraph". Thus a large opening is first checked per the UG-36 thru UG-43 rules and then additional checks are done per 1-7. Thus the nozzle still meets UG-37, and UW-14(a) applies.

As you have noticed, ASME has minimal restrictions on nozzle locations and additional NDE. While the Code may permit almost anything, I would say "good engineering" would not allow some configurations while others should receive some NDE for quality assurance. This is a judgment call by the Designer and the Manufacturer.
 
So i can say that according to UW-14(a) i have no problem designing a vessel with extra large nozzle intersecting a category B(circumferential joint) and the code doesnt require fabricator to conduct any NDE. However for quality assurance some NDE should be conducted.
