Ordinary systems on Republica Dominicana.

I'm checking the R001 seismic code for Republica Dominicana and couldn't find ordinary systems as OMF or OCBF are permitted under any exception.
Does anybody know if this code has exceptions for ordinary systems?

My only experience on the Dominican Republic was reviewing a colleagues work and it had some pretty major seismic demands, so I wouldn't be too surprised if they don't allow OMFs, although it would be surprising to require for nonbuilding structures. Haven't actually looked into the code myself though.
 
There are lots of clues on the code say the idea was to apply exceptions to the ordinary systems. Like assigning a Rd (Ro on ASCE7) value.
