Outside Surface Breaks

If you have a plate that has a cutout on the outside do you dimension with a "2X" in front of the dimension? Or because its an outside surface it is assumed to be the same dimension across to both surfaces.

Are you saying you have a cutout through the plate?

In this case, per ASME 14.5M-1994 yes the dimensions apply all through the part, no need for a 2X or to dimension on both sides of the plate.

You may get a better response if you clarify your question, also forum1103 may be a better venue for such quesions in future.
