overload factors

Can I use the overload factors of Table 11-6 of RUS Bulletin 1724E-200/NESC tables 253-1 & 261-1A to both ASD & LRFD for lattice transmission structure?

I have been designing transmission lines for over 30 years now and have not seen Allowable Stress Design used on the lines. It used to be common in substations, but not on lines. The load and strength factors, as shown in Table 11-6, are realitively new. Transmission design has been more of an ultimate strength design, where a load factor of say 2 was used and the steel was pushed to yield strength.

If you did use the overload factors shown in Table 11-6 with ASD, your design would be very conservative, since ASD already includes the safety factor.
