I'm looking at a set of stamped plans that are showing me five 84-circuit electrical panels. Will a manufacturer even make an 84-circuit panel, does anyone know?

Square-D has 84 circuit panels listed HERE, but they're marked "* Canada Only".

Coincidentally, my house has 84 circuits, but 60 in the main panel and 24 more in the 'pony panel' under the kitchen. Square-D brand.

Disclaimer: I'm not an electrician, so stand by for others' input.
 
Since the NEC finally removed the 42-circuit rule in 2008, 66-circuit, 72-circuit, and 84-circuit panelboards have become fairly common. SquareD/Schneider, GE, and Siemens are three manufacturers that offer them.
