Would a diaphragm be economical for a partial basement? Land is sloped and surrounded by neighboring buildings.

If we're talking about less than one full story below grade, then I'd say no, it's probably not efficient. The conventional solution would be regular CIP basement walls capable of performing the retaining function. How deep are you going? Your other post on this led me to believe that this was a deep basement project.
