Does anyone know of a good reference for designing pipe column base plates for both gravity and uplift loads? Thanks

Use your steel manual to design the plate. If it is sitting on concrete then you need to use ACI appendix D to design the anchors.

Never, but never question engineer's judgement

Thanks for the response. But isn't there a bit of difference when designing a base plate using a W or HSS shape vs. pipe column?
 
I don't think so. I assume the critical section for base plate bending is parallel to the edge of the base plate, as you would for a wide flange column.

Some engineers, however, assume the critical section runs on a 45 degree angle across the corner of the plate.

AISC Design Guide #1 recomends using 0.8 times the diameter when calculating "m" and "n", instead of 0.95.
