Yes, it does stab in and cross center line.
Customer admitted to reading the ISO drawing wrong. They approved our drawing.
 
It still seems to be funny application to me. In case they introduce additional liquid to the main and want it mixed with flow it may be the case. But the main liquid flow will introduce forces to the stub-in pipe. Perhaps the engineer considered all the effects on the connection of the main wall.
