Plastic shell around a liquid interior

I need to make water-capsule covered with plastic.

Does anyone knows if it would be possible/pratical to cool the water
into ice and very rapidly submerge the ice in a fused plastic bath and
allow everything to cool and thus solidify the plastic shell?

The process is posible, (getting the water in the capsule) the rest needs to be specified a little bit more.
Are you making a full scale production of these? is it experimental???

I can think of an emulsion polymerization where the plastic is polymerizing around the water but again it depends on the plastic type (and size of the capsule)

cooling water into ice requires a lot of energy, to just melt it again, with the hot plastic... Why not using liquid water? so it again will depend of the aim of your process (industrial , experimental etc)
