Does anyone have a formula to determine the maximum stress in a simply supported circular plate (supported on its full circumference), subject to a line load across its diameter.

If you haven't already I would check Roark's Formulas for Stress and Strain.

Also, check out earlier structural forum posts as I know there is a member who has automated Roark's formulas in a spreadsheet.
 
I have an advanced strength of materials book that gives the formula for a circular plate with no hole simply supported

M=.206(w*R^2) w= uniform load ,R=radius

max deflect= .063(w*R^4)/D

D=.091*E*t^3



 
With some work from Ugural text that has deflection for one eccentrical point load in your circular plate the total deflection can be got through numerical integration along the diameter, for any number of segments you divide the diameter in. Then the forces be derived.

I have not found direct answer to your question in my quick exam of my books with tables. It is far easier to do the anlysis in FEM...except you want gauge a FEM solution, of course.
