I am trying to plot a Mohr-Coulomb failure envelope in excel. I can't figure out how to get excel to plot the Mohr's circle along the x axis given the two stresses.

Do you not know how to plot a circle, given its centre and radius, or do you not know the centre and radius of the circle?

Create a column of angles from 0 to 2 pi, each of those is theta in the following equations.
x=x0+r*sin(theta)
y=y0+r*cos(theta)

Don't forget to use a scatter plot when plotting y vs. x
