Can a plug weld be used to reduce bending in a plate which is attached to another bigger plate (with an all-around fillet weld). The loading is is axial tension.

I read that plug welds are good in shear but not recommended in tension.

I can't imagine a practical application of a plug weld in tension. If you use a plug weld for attaching a plate to supplement bending, as in the attachment of a plate to the bottom flange of a beam, it will be in shear.
 
What I intended to say was the applied load is in the tension, the weld is still in shear.

I don't want to specify a plug weld to supplement bending in a plate and the everyone look at me like I am from MARS.
 
Is this like the circular plate bending detail except welded?

If it is, and the plug weld is closer to the load point, it may pick up all the load.

I would prefer a longitudinal fillet weld rather than a plug weld. I've had to use them on occasion, but the potential stress concentration can be a problem, as Michael noted.
 
I have used additional plates welded all around to suplement beam flanges. Never felt the need to have intermediate plug welds too, although they were specified in a job I worked in to strengthen a web in shear.
