Powder Coating on Cement/Concrete?

I want to know if it is possible to apply powder coating on cement/concrete material. I have tried powder coating on some of the cement products, but because of the porosity of cement, heated gas are released to the surface creating "bubbles" on the coating during the heating process.
Is there any ways to solve that problem?
Or is there other coating method that can be used on cement products beside hand paint?

Another method might be metalizing with pure zinc or aluminum wire using a thermal-spray or flame-spray aparatus. We use Sulzer Metco wire. Metalizing is used quite a lot on bridges. I think Metco's web site mentions concrete applications, or you could call them.
