Pressure Testing:

I have a plate cooler that will be built in situ offshore (but not in its final location) and the intention would be to complete a hydrostatic test when the unit build is complete.

The unit itself will not be moved into its final location for some months (many reasons) but on doing so, is is advisable to re- strength test, or would a leak test suffice>

Tbe only thing that I can think of that would upset a plate heat exchanger would be any impact or load that bends the edges of the plates. In this case a visual inspection should be sufficient.
 
IMO, it's a potential risk that the plate cooler may be failed in the test. And, this may be resulted in the additional cost for repair work, the completion schedule delay, etc.
