I would normally say, ask the plant owner. But since you say you're the owner, and the original manufacturer is closed, there's not much left. (assuming it PED-built and CE-marked); you could try if the notified body involved with the assessment has some documents on this vessel. Good luck!

I'm not sure what a "dead welding area" is.
Ammonia storage can apparently have trouble with stress-induced cracking. If that's the issue going on here, I'd highly recommend to get that vessel out of service and have somebody with more experience in that field take a look at it. And if that is indeed the problem, it may be a matter of disposing of it, not repairing it.
In the US, there is a system to register vessels with a national board, but I'm not aware of any international programs like that.
If the manufacturer was purchased by some other entity, the records might still be available from them.
Regardless, the construction drawings won't tell you how to repair or inspect it, that's a different field. And it may have been stress-relieved, where re-welding a cracked area wouldn't match the original construction anyway.

i have drwaing for tank and weldind part but it did nont show welding procedure (type of welding wire used )
tank is already out of service for more than two weaks and it is transportable tank over truck
company already sold to another company in italy called (nm technologhy )
i contacted them but they told me that they are unable to solve problem even do not provide me with required details from archive about welding procedures.
it is really a great loss

See my 1st post; its an abbreviation of a Notified Body. Is the vessel under consideration CE-marked acc. PED 2014/68/EU? Can you share a copy of the nameplate?
