Preventing ZnCl2 to react with Steel

Working on a battery with a steel casing.
Steel casing is lined with graphite paint but the zncl2 inside the battery still reacts with the steel.
Does Ag react with ZnCl2 ? is there a way to coat Pure graphite on steel (enough to prevent the reaction with ZnCl2)
I have tried to use 0.02mm pure graphite flake foil whoch seems to work but will be cost prohibitive in mass production.

An epoxy paint should work. Steel and graphite in a ZnCl2 electrolyte makes for a very good battery in itself and corrosion rate will be very high.
