My vendor wants to claim an exemption to PWHT of some attachment clips to A335 P9 (P5C piping). (8-10% Cr) He is saying B31.3, Para 331.1.3 tells you what thicknesses to use with Table 331.1.1 with the end of that Para ending with “…except as follows:” where Para (b) states “…for attachment of external non-pressure parts such as lugs or other pipe supporting elements…heat treatment is required…except as follows: Para (2) “not required for P-No. 3,4,5, or 10A materials when weld throat thickness is ½ in. or less, regardless of base metal thickness…” Since these are lugs and since the pipe material is P-No. 5 it appears that heat treatment is not required per ASME B31.3.
What is confusing the issue -for me- is Table 331.1.1 "Requirements for Heat Treatment" indicates that for P5C (base material in question) ALL thickness require heat Treatment. Does anyone have a definitive explanation for this?
