PWHT on P1(ASMEIX) material with wall thickness >25mm 1

Hello Experts,

As per ASME B31.3 2016 table 331.1.3, P1 materials are exempted to mandatory PWHT and for nominal wall thickness above 25mm an additional pre-heat of -95deg C is required.
Is the exemption only applicable provided the provisions in paragraph 331.2.2 "Exceptions to Basic Requirements" are met? Please advice. Thank you in advance guys.

No, 331.2.2 talks about exceptions to the requirements of paragraph 331. 331 allows the PWHT exemption so you are following basic requirements. If you specified a heat treatment that is not meeting paragraph 331 requirements, you would then need to prove what you are doing is adequate.
