hello!

I was presented a graph of R/1000 over TIS. Can you tell me please how is this graph constructed and what it means?

I need to know the exact data and how you calculate it, in order to understand its meaning.

I thought you know if you're in automotive, repairs per thousand and time in service, only people who know can answer me I bet
 
What do you mean? It should basically resemble the classical bathtub curve for reliability, i.e., high at start of service and end of service, and relatively constant in the middle.
R/1000 is essentially a failure rate.

This is a generalized reliability engineering question, not a uniquely automotive engineering question. The give-away is that Google doesn't return meaningful results, so it means this is not a phrase that is typically used. Adding the word "reliability" returns meaningful results.
