Railroad Tie Allowable Stress

Working on a project that is supporting some equipment on railroad ties, and I am having trouble with finding properties on them. I noticed at a few places that a modulus of rupture is specified, and not an allowable bending stress like I am used to. Would that MOR be used in lieu of allowable bending or is it something different all together.

Are you supporting on wood ties or concrete ties. Modulus of Rupture is usually used for concrete ties.

Check AREMA publications for various properties

 
They are wood ties. I have seen modulus of rupture for wood ties but not an allowable bending.
 
Wouldn't it just be the allowable bending stress for a timber of the wood species used for the ties, with the applicable factors for treatment, incising, etc.?
