I would like to know the permissible gap between dowels out of footing and column vertical reinforcement?

Depends on the design and your local code. Assuming a non-contact lap splice per ACI 318; spacing shall be between the minimum allowable clear spacing and the maximum of the lesser of 1/5 of the required lap splice length or 6 inches.
