Reference Dimensions

I have a drawing drawn in MM. How can I get the reference dimensions to show 4 instead of 101.6? Everythings that I have tried so far doesn't seem to work. I've tried AMDIMFORMAT and when I click on apply, it shows the change. Then when I click on ok to get out of the box, the dimension reverts back.
Please help before I'm forced to use the autocad dimensions that don't update with changes.

Can't seem to do it with associative dimensions. It won't let you change the scale factor (DIMLFAC) of the primary units. It works with orphaned or AutoCAD dimensions--click on dimension to get grips--right click a grip, choose properties--click primary units then change scale factor from 1 to .03937 (1/25.4)--change round-off and display of decimal places to suit. For associative dimensions same procedure except turn alt units on, scale factor at .03937. It will show both primary (metric) and alternate units (inch) in [ brackets ]
