In looking at vessel designs which show reinforcement rings on jacketed vessels, I wonder "How is this analyzed ?". I'm familiar with designs without jackets, but when both the inner shell and outer shell need reinforcement, can and/or how does this affect stiffener designs. Simply put, can a stiffener provide support for both the inner shell and the jacket at the same time ?

Depends on the type of jacketeddesign,
see vessels of rectangular crossections and jacketed vessels in sec VII-1 ussully the outer under int pressure holds the inner withth the stiffeners or stays.
