Does a formula exist which we can calculate incrementation of PEEQ until reaching a limit of PEEQ which I want?

Does a formula exist which we can calculate cohesion and friction angle corresponding to PEEQ? ( I have initial values of friction angle and cohesion)
I want to determine values of cohesion and friction angle which correspond to PEEQ
