Our reliability group would like to use their "Vibration measurement tools" to make shim movements on energized running equipment if they discover soft foot on a electric motor or steam turbine, Is this a industry standard? I'm told it is at one bolt one shim movement at a time until they correct the problem. I would like as much input on this subject as possible, We have concerns.

I think this is not standard to use vibration measurement tools for shim adjustment in running condition . Yes, it can be used to find the soft foot during running the equipment.
once you find out the problem of soft foot you can stop the equipment and correct it by using the dial indicator.
