Repair Boiler Field Assembly. Is it R stamp is apply??

Background

leaking was found on tube (Supplied By Part Manufacture) during we fill in the water prior to HT on Field. So Eng.Contractor(That Responsible on design) decide to repair the things, assist by the part Manufacture/fabricator of water wall tube. Form P4 was completed sign off by AI. But Form P3(Master Data Report) not yet sign off by assembly AI due to HT still outstanding.

Question

1) Is it Require to apply the R stamp on that paticular items? Even item's was repair by manufacture it self by using their WPS and qualified welders?

2) Is it AI from manufacture or AI from the Eng.Contrator have to reviewed and accepted the method of statement or repair procedure?

It would appear with the boiler not being completed and hydrostatically tested during field assembly, nonconformances or repairs are done by the ASME S stamp holder.

Typically, an R-Stamp is not permitted by the NBIC or ASME B&PV Code during construction, which includes field assembly. Once the boiler is completed, hydrostatically tested and stamped, the NBIC R-stamp can be used for repairs.

There is a good old interpretation I-98-35 from ASME about this situation.
