Repair for holes drilled in 2x10 floor joists

I am reviewing a repair detail for holes that was drilled through 2x10 wood floor joists, spanning 14', 16"o.c spacing. Hole that was drilled is approximately 4" in diameter and I think at the center of the joist.
The repair detail shows 2"x2" SYP fastened to top and bottom of 2x10 floor joists with screws and construction adhesive.
THoughts?

Show photographs of both sides, total span, specific diameter and position (dist from edge, dist from each end) of the hole.
 
Where was the hole drilled along the joist span?

If the hole was at the end, shear is affected - 40 to 45% reduction in capacity.

If the hole was mid span in the center of the joist, then the moment is affected, but not by much. You would have to calculate the new S and I and see the reduction.

I have seen a lot worse...

If the hole is at midspan, the moment could be affected, but probably not much.

Hole at mid-span in centre of joist is likely the best location for the hole.
