Repairing Weathered Phenolic Epoxy

I have someweathered phenolic epoxy coating from which rust has started coming out with a few cracks penetrating to the surface.As the first choice being an Owner, I am trying to explore the possibilities to repair from outside with out coating removal.

Do someone have some way or suggestions or having similar experience?

My last option is to blast and reapply with a coating with UV stabilizers.

Dear experts, please advise some of the possible ways.

Here's a potential as a fix that will hold you over. I've used this over tight rust before on steel beams and it worked great.

You might check with the coating supplier and find out if the epoxy can be re-coated. Some materials cannot be coated once they have cured. You can roughen the surface, but only achieve a mechanical bond to the substrate.
