How do I setup the line draw or other commands to auto repeat without having to re-click on the icon?

After you've drawn a line, right click on it and choose "Repeat LINE" from menu.
Also, if you added other geometry and want to go back to Line, right click and choose "Recent Input"

From the Help file:

Use the Repeat command to repeat a command. Use Repeat only with commands performed at the command window, not with commands that use a dialog box.

To repeat commands:

Type Repeat at the command prompt.
Type the command to repeat.

The command repeats, prompting you as necessary.
Press Esc to stop repeating the command.

 
The repeat that I am talking about is on the mouse. When you click on the line draw icon, draw the line and terminate it. The line draw is still on the mouse until another icon is selected.

But, the Right Click Menu is no longer available.

They were already set up. The problem was that I was using the escape key to terminate the line. I should have been using the right mouse key to terminate the line. Then the left mouse key will repeat the line draw.

You can also tap the space bar to repeat the last command.
