Will a sacrificial Zinc or Magnesium anode connected to a steel tank holding steel alloy parts provide rust protection for these parts while they remain in the tank ?

I would think that the steel parts would provide a low resistance path and become negatively charged by the zinc. Can moist air be considered a weak electrolyte in this case?

Yes, the anodes *can* protect things inside the tank, if it's got liquid water inside and the anodes are in the water too. How much protection you'd get depends on a bunch of factors.

But moist air is NOT an electrolyte.
