I received an RFI from a contractor asking if it is suitable that they use SAE J429 Grade 5 anchor bolts in lieu of F1554 Grade 36 anchor bolts as specified in my structural construction documents. I am not familiar with SAE J429 bolts, so any help on this matter would be greatly appreciated. I'm inclined to tell them "no", but this means that they're going to have to do a lot of extensive repair work to fix what they have already done prior to asking me.

Grade 5 is a bolt spec. A449 can be used for an anchor bolt when asked for a grade 5. F1554 is specific to anchor bolts. Gr 36 is the low end Gr 55 is weldable and Gr 105 is the high end. With Gr 105 there is no reduction over 2 1/2" dia as you find with A193 gr B7.
