Sandy-Service : API-17D vs API-14D (Cancelled)

API 14D was cancelled in 1999.

API 17D defines 2 “SERVICES”: Standard service and SANDY SERVICE.

Standard service is completely defined in API 17D.
API 17D doesn’t give info about the sandy service, the standard says that for sandy service we have to look at API 14D.

But what we can do if the 14D is cancelled?
Is SANDY SERVICE not applicable?
