Shear Wall T bracing?

Does anyone know why this shear wall seismic retrofit detail has an area of t bracing?

I cannot see all the notes to tell what is what but the only information I can see indicates it is related to the cripple wall spacing, height or width. Not sure which one. Typical note we write all the time that makes perfectly good sense to us when we write it but all the readers are confused.

suppose the blocking is for a blocked diaphragm.The note didn't say "typical" so the T looked out of place.The pic above was hard to see that. This pic is better.
