Shear Wall T bracing?

Does anyone know why this shear wall seismic retrofit detail has an area of t bracing?

I cannot see all the notes to tell what is what but the only information I can see indicates it is related to the cripple wall spacing, height or width. Not sure which one. Typical note we write all the time that makes perfectly good sense to us when we write it but all the readers are confused.
 
To laterally brace the end of the perpendicular cripple wall as it's noted.
