If I have short overlap between two rebars,i.e 10" instead of the proposed 24",can I add another section of rebar, same size, say 8ft long, to the overlapping area?

Provide a sketch to confirm what you are asking. Generally, yes you can have a third bar (if it has adequate splice length to each of the other 2 bars that are partially lapped) that provides the required splice length. Usually this may be done for constructability reasons, such as avoiding really long bars with hooks.

I think you need a 4' bar centered on the bar to be spliced.

They're 55M bars and have to be 10' long (WAG)[bigsmile]. The splice length is dependent on the tensile development length, hence the bar size.
