Does anyone have a prepared standard referencing NEC and IEEE 1100-1992 for site wiring for data centers or computer networks focusing on quality power for digital electronic equipment suitable for electricians and architects?

IEEE -Std 1100 has been revised to 1999 version.

What is this "specification" going to be used for?

You mention electricians - this would be a construction or material specification.

By "Architect" I assume you mean an Architectural Engineering firm - or Consulting Engineering firm - involved in producing drawings and specifications for bidding and construction of data centers. This "specification" would be in the form of a design guidelines or facility standards that the engineer would use in designing the systems for you.

In either case, coming up with good design guidelines or construction specifications for data centers is a complex process and is not "generic". I would recommend you hire an experienced consulting engineer to help you develop these documents.

Suggestion: There may be some info on the web, e.g.
1. Institute of Electrical and Electronic Engineers, Recommended Practice for Powering
and Grounding Electronic Equipment, IEEE Std 1100-1999. With a focus on power quality issues, including lightning, IEEE-1100 addresses "incompatibilities between power system characteristics and equipment tolerances." The good engineering practices described in IEEE-1100 encompass: site surveys and site power analysis; specification and selection of equipment and materials; recommended design and installation practices; a special focus on modern telecommunications and distributed computing problems; and, case histories to stimulate the creative thinking process so necessary to lightning mitigation problem-solving.
