Soil strength in embankment having not built

How is the soil strength in embankment determined where and when the embankment has not been built? Can the boring data of the natural ground soil at the same location be deemed as those for embankment?

no it can't
the properties of the embankment depend on the properties of the soil used to build the embankment and also on the amount and type of compaction and moisture conditioning.
