For one of Sour service pump the process data sheet specifies that the material shall meet MR0103 and HIC. Also it specifies the MOC shall be SS316. From Nace Mr0103 , we can understand that the Austenitic stainless steel materials are comply with MR0103. But what about HIC? Whether all the Austenitic stainless steel meet HIC requirements?

If an Austenitic Stainless steel meet the MR0103 requirement whether the material is suitable for HIC also?

HIC resistant material requirement it is only applicable to carbon steel. Mainly it’s related to the maximum value of sulfur content of the steel. A good carbon steel resistant to HIC must have a sulfur content inferior to 0.002%wt.

With regards to HIC and carbon steel, you might want to review Clause 8 of Part 2 of NACE MR0175/ISO 15156.

While the limit mentioned by rscosta is commonly used for carbon steel plate (that's the number I use myself) higher limits are used for other product forms like seamless pipe, forgings and castings. These limits are discussed in NACE/ISO.
 
Basically, HIC is applied not only for carbon steel but also low alloy steel as per NACE MR 0175/ISO 15156-2 clause 8 (Have a look the title)
