Stayplate in air cooler

If the partition plate in removable cover (flanged cover) air cooler can be considered as a stay plate????
Accordingly i shall design the rectangular pressure vessel as per asme sec. VIII div. 1 app. 13 sketch 7 .
Or stay plate must be welded to both side plates so i shall design the rectangular pressure vessel as per app. 13 sketch 1 and 2 and neglect the effect of stay plate as it doesen't be welded to cover plate????
